Thailand online consumer protection: OCPB, ETDA and financial complaints

Choose the right complaint route for an online purchase, subscription or payment problem. Preserve the offer and transaction evidence, and avoid assuming every agency provides the same remedy.

Three useful official entry points

The Office of the Consumer Protection Board provides consumer-complaint information and links its online portal. 1212 ETDA describes consultation concerning online trading, illegal websites and cyber threats. For financial-service questions, the Bank of Thailand contact page publishes 1213. These routes were checked on 23 October 2026. Their existence does not mean every complaint is within every agency’s jurisdiction, or that a report guarantees a refund. Describe the problem and ask for the appropriate channel when responsibilities overlap.

Identify the seller and the service

For a streaming subscription, distinguish the platform operator, app-store billing service and telecom package seller. For an event ticket, distinguish the organiser, venue and ticketing agent. Save the legal seller’s name, order reference, price including any disclosed tax, service period and cancellation or renewal terms. A domain name and a payment recipient are not always the same entity. Clarify that relationship before buying. If a digital service is advertised for a specific competition or device, keep the exact offer so a later disagreement can be assessed against what was promised.

Keep the factual timeline short

Write what happened in chronological order: purchase, promised delivery or activation, failure, seller contact and reply. Distinguish something you observed from a conclusion about intent. For example, “the account was charged and the stream displayed error X” is more useful than assuming the provider intentionally withheld the match. State the outcome you seek and attach the relevant documents. Do not send a whole bank statement when a limited extract is enough. Never include a password, PIN or one-time code in a complaint file.

Submission checklist

  • Confirm the seller’s identity and the service actually purchased.
  • Save the applicable terms and dated offer.
  • Contact the seller through a verified route and retain the response.
  • Choose the complaint channel matching the problem.
  • Keep the submission reference and follow-up dates.
  • If account access is compromised, seek protective action immediately in parallel.

A platform may have its own dispute process with deadlines. Do not assume contacting an authority pauses that contractual process or a legal deadline. Where a deadline or significant amount is involved, obtain advice based on the actual documents.

Understand what the observatory can and cannot establish

This guide identifies official institutional routes; it does not decide whether a particular contract is enforceable or whether a cancellation must be refunded. Cross-border sales and payment methods can create different processes. Ask the relevant institution to clarify its scope rather than submitting the same sensitive file indiscriminately to many recipients. Keep the final written response and verify any refund in the account itself. An independent publisher is not OCPB, ETDA or a financial regulator, and it should never ask for credentials to explain consumer protection.

Example: a cancelled subscription keeps renewing

Keep the original subscription receipt, the stated cancellation procedure and evidence of the cancellation attempt. Identify whether the charge comes from the sports platform, a telecom bill or an app-store subscription. Contact the billing entity with the date you requested cancellation and the dates of later charges. Ask it to explain when cancellation took effect and which terms apply. Do not assume deleting an app cancelled the contract, and do not assume every renewal is unlawful without reading the agreement. If the explanation does not resolve the issue, include the complete chronology and seller response in the appropriate complaint. Redact unrelated purchases and account details before submitting a supporting statement.

Frequently asked questions

Which number belongs to which institution?

The verified official pages identify OCPB1166, ETDA1212 and BOT1213. Check the institution’s own page before contacting it.

Does contacting an authority automatically stop a deadline?

Do not assume so. Check the platform process and obtain qualified advice where a legal deadline matters.

Is a subscription seller always the app developer?

Not necessarily. Identify the billing entity and the actual contract shown on the receipt and terms.
